I wanted to get a Chromecast Ultra but I stumbled across the Xiaomi Mi Box. It is basically an Android TV box with ChromeCast Ultra built in and a remote for only a few dollars more than the ChromeCast.
Setup is a little clunky but once sorted it only takes a few minutes. It needs AC power, an HDMI connection and wi-fi. It works on both 2.4Ghz and 5Ghz bands which is great if you have many devices already using 2.4GHz. Once started, log in with your Google account, it will probably do a few updates and then you can start using it. The interfa...ce is responsive at first but slows down noticeably after prolonged use. A restart fixes this. The remote is poorly laid out and can be frustrating to use. It works well streaming and playing your own videos. Most games look great and you can connect bluetooth devices to it like, game controllers, keyboards and mice. Hardware wise, it can play back 4K HDR video, but only just. It struggles to provide smooth playback at times. All lower resolutions played without issues. This sounds pretty good given the price they're asking for the Mi Box but it has some serious issues that make the device less attractive. First off, you cannot switch the Mi Box on using Google Assistant. If the Mi Box is in sleep mode or switched off, you cannot cast to it and have it automatically wake up. The remote uses bluetooth and no universal remotes will operate it. Depending on your requirements, this might just what you're after, but if you want to use it mainly as a Chromecast Ultra, it's inability to be switched on remotely and the sleep issues mean it's usage is severely limited.

Possibly but couldn't say for sure. Regular play store and Android TV play store host different content so you would need to check with the publisher of that app if it is available. If not, you can side load the app you need and launch it using HAL but doesn't mean it will work, particularly being a system service. I use NordVPN, it's available on every platform I need.
I will also mention that Android TV has restrictions on writing to externally mounted filesystems that haven't been formatted as encrypted"device storage". Just in case that affects whatever you intend to do with the box.
