Can anyone recommend someone who will come and apply this to a pool fence? Or is it a DIY product?

I'm finding it more difficult to clean than I thought. Only just had it installed on new shower and I can't get rid of the smudges. Glass looks fine until the suns comes in window and then the sun shows up everything. Is this normal??
