From memory there should be 2-3 increments to raise or lower. According to my review it does have 3 seat height adjustments to accomodate baby's growth. Should be able to click it into place. Even these ones have the same design; external link

To adjust the height: 1. Remove the child from the walker 2. Support the upper tray with one hand. Activate both safety locks and the tray will begin to lower. Let go of both locks and allow the tray to SLOWLY lock into a lower position. Press down lightly on the upper tray to confirm it is locked into place.

I found no sound control :D you just need to wait until the song cycle completes, unless of course a button is pressed then that starts the whole thing off again :P
