Is this a wet and dry epilator? Or can I at least Use it on wet skin

Never heard of a wet epliator. It's a cheaper but a goodie! There is nothing about water resistance on packaging, so I'd say no to wet..?

I use it for the face and legs and it works very well for both. There are two speeds so best to start with lower speed until you get used to it. To minimise pain keep the skin taut and just grit your teeth. It does become less painful the more you use it. Experiment with direction and how quickly you pass over an area. I have used the very expensive early models so am surprised about how effective this one is.

Hie kerry, unfortunately it wont be that effective i guess coz no matter how nicely we try to do it, some of the hair do get sort of shaved and leave not so good ends.
