.25 inch router bit won't fit in collet. Too tight

Less of a question than a statement.. but mine fits 1/2" bits no problem. Have you looked at the shank of the bit to see if it's actually 1/2"? Always the chance its Chinese gear and could be any old size..

What size bit does the Makita RP1800 use?

You can use bits with any size shank as the tool comes with adjusting collets. The native size is the larger (1/2" I think) and you can shrink it down to fit the toy-grade bits using the collets.

has it got a spare carbon bush with spring attached and how do you remove and replace the old worn out one ?

I don't think it came with spare brushes (or I would have kept them) - pretty unusual. But there are obvious removable plastic caps on each side for replacing the brushes. I imagine this is just a matter of screwing them off, removing a couple of screws and popping out the old brushes.
