Is this a frost free fridge?

Back wall of fridge keeps icing up. Seal was replaced recently and drain is unblocked. Any suggestions as to how this can be fixed?

It has been in storage for a couple of years. I switched it on but it won't start. The compressor is warm to touch when it was switched on overnight.

Happens to all fridges that have been unplugged for a period. Mine was over a period of about a year in storage. Something to do with the compressor.
