By itself - No. You need some form of router, be it another phone with tethering or hotspot or hotel wifi and use it to connect chromecast and your phone. I assume you want to watch or play something on your phone else you will be using your hotspot data to connect to Netflix.
Any lag or dragging video frames when streaming netflix?
Shouldn't be, if you have decent i/net speed, I stream Amazon, Crackle, Netflix etc with no probs ( I only have 50 / 10 )
