Which side points to the midday sun. How do I get four level pads on existing sloping concrete
I would put the louvres running 90 degrees to the main weather/rain direction, and have the louvres opening away from the prevailing weather/rain. The winder pole would be on the down wind side. In Melbourne you would orient away from south westerly rain and let more light in by opening to the north. For a raised footing you could make up and place rectangular rings about 250mm square on the 2 or 3 lowest corners, so the tops of them are level with each other. Place them on the footing holes and fill the whole lot with concrete so you have 4 level pads. Drill for dyna bolts when set. Core flute and cloth tape could be used instead of metal to make the rectangles.

when you click on the Gazebo at the top of the review it comes up with a link to the Coast Gazebo but when you click on 'download manual it comes up with link to the Portsea 3 x 3m LAVA Gazebo, not the COAST Gazebo which is a New white model. This is a differently constructed product from Mimosa products, and has different attachments, hardware and construction. (E.G. corner angle brackets at the top corners, and 4 bolts into the base plates)
