I am trying to be patient, but so far none of the treated hair has fallen out (almost 3 weeks)

I’m starting to get some fairly big hairless patches on my legs. I decided to do the IPL weekly for the first 3 weeks and will switch to 2 weekly now. I find it takes forever to do the legs though!
