If you're planning to visit Singapore for a holiday, you need to fill out, online, a Singapore Arrival Card, SGAC, which is free. This needs to be done three days or less prior to your arrival. However, if you Google SGAC, you get several sites (paid) that purport to offer the SGAC. I followed the one to ivisa.com, a US site (AFAIK). The application seemed straight forward until the payment, which, for two people amounted to $240+, ie NOT free. This is either a scam or a very deceptive piece of advertising. I abandoned the application, without paying (!) and received an email shortly after asking me to complete the application (ie pay them). I replied to both the sending email address and the support email address they listed, asking them to delete my application. Both emails bounced. BEWARE! To find the correct site, Goggle 'SGAC site:.sg' to get to the .gov.sg site.
