No you cannot.

I used it until my eldest was 3.5years old and was then used for my second child. However I did have the bassinette from birth and it's very handy for first few months. But pram on it own is fine from birth.

Ok so you need to push down on the back of the basket (make sure the brakes are OFF). Then on the sides at about maybe head height of where the baby would sit you will see two kind of flattish tabs that you need to pull out to the side. Then you need to lift the red tab on the left (same place as the last tabs) and then kick the basket forward and the handlebars down towards the front wheel. To really tighten it up, you need to tighten the seat right up, but I don't really bother with that. If you need to put it into a hatch back, you can remove the back wheels by pressing in the button and simply pulling off. They are easy to put on & off (I had a swift at first). I hope that's right. With mine you unclip the two black things on the sides of the pram, then hold red safety bar up on left hand side of pram and push on back of basket with your foot down and it should fold up. Hope that helps, you can download instructions manuals on valco site I I think.
