I think you will find once you move out of the lower end bikes most brands don't include pedals, this is because people who buy higher end or competitive bikes prefer their own brand and style. Essentially it is a waste of time for manufacturers to put a cheap pair of pedals on a high level bike. If you are not happy go to K-Mart and buy a bike there.

That's right it is very rare for a good bike to include pedals. Usually if you are spending that much on a bike you'd have clipless shoes and cleats. There is no point putting pedals on because all pedals and cleats vary between brands, and as Outdoors_Guy mentioned, a complete waste of money putting a pair of cheap pedals on a high level bike..

Good bikes never have pedals included, basically there are many pedal choices as well as options, depending on what shoes you want, so no point in adding pedals.
