Do you have to put the tether strap around the back of the capsule and tighten when putting in the car then unloosen to get the capsule out?

Hi there, You are correct! To remove the capusle from the car, the tether strap can be loosened for ease of use however it is important to note, the tether strap must always be correctly adjusted and tensioned when installed in a vehicle.
