Uniden Upp 1000 Questions

Ok , about the upp 1000, had for about 3 month then I thought follow the instructions and charge it, checked the voltage it was 10.38 plugged it in over night still only a couple of blue lights flashing but it won't take charge, next day still the same voltage, don't want to throw it out until I find out it's truly stuffed, so how can I check why it won't take charge ?.

Uniden will replace under warranty but it's just junk.

They are just an inferior Product. Brought one and would not charge , returned it and got a replacement item and that charged once and has never charged again.
