It seems that I cannot use the right-handed slot because even the push the lever down but it cannot lock. what should I do?

If you can use the left one you should be able to use the right one at the same time... ie as long as it is plugged into a power outlet it should work so if your's is not I'd take it back and get it replaced/repaired
