i have a dual cutting saw but only one blade works now the inner one spins freely

Sounds like end of the line for the saw. You might be able to replace the inner blade with a flat washer of same thickness and use it as a single blade saw. Or buy a new one. Ozito product is discontinued but there are others.

I’m glad that I wrote “The tool itself cost $69.” because otherwise I wouldn’t remember after 6 years. That was the price at the time. The cost was actually higher: the price plus the cost of my time to return it for a refund!

I can't undo the nut to change blades tried everything the instruction do not specify if it's right or left hand thread.

What can I do?

It is a standard right-handed screw. You must 'lock' the blades together - turn them (without cutting yourself on the teeth!) until the holes in the blades align. Insert the supplied tool (or a small metal pipe/tube) through the holes to keep the blades from turning. If you're going to discard the blades, you can clamp them together with vice-grips. Then hold the blades so they don't turn (again, I'd recommend leather gloves so the teeth don't rip through you if the blades slip!) and unscrew the nut with the supplied tool or a socket wrench. It shouldn't be so tight that you can't unscrew it. I can't tell you the socket size as I've returned my X2 to Bunnings for a refund.
