There are many reasons for the engine not idling or revving up. But usually, it all relates to incorrect fuel/air ratio being sucked into the engine. The engine will not idle or rev if: - It's starving of fuel and there is too much air. Common cause is the carburettor has a blocked fuel jet due to foreign debris or stale fuel. - It's drawing too much fuel and too little air. This could be due to an intake blockage caused by a broken choke lever keeping the carb choke valve closed (which is common on this model). The air filter could also be causing a restriction if it's not clean enough.

You should see a screw just behind where the throttle cable attaches to the motor - towards the top above the primer bulb.

I picked up a replacement head from bunnings - I hate dealing with self-winding heads, so i replaced it with some tri-thing that loops trimmer cable, or can have replaceable blades attached to it.

Hmm i can only tell you the oil capacity of my trimmer, the 883222 which is 70ml. The yard king 1697318 trimmer looks the same but appears to be an updated model, so it could be different.
