No, it won't affect performance, but rust will ultimately spread so it's better to deal with it. Go to the hardware and get a primer and paint designed for rust (just ask the guys will help). Sand off the rust, then prime, let dry for a couple of days before spraying on two new coats. Do each coat lightly. It is oil based paint so it takes a couple of days between coats to dry hard and need turps to clean up. It sounds laborious but is a quick job. All paints can now be provided in spray cans, I have found it far easier for jobs like this than the old roller/brush. Have fun, you will feel like Wonder Woman once you've done it, promise.

It might not help if it's a mechanical issue but it's worth trying this. With no load do a full hot cycle (no cold water) and add a cup of white vinegar before closing the door. All washers build up oil and grime and need a hot water clean a couple of times a year. Ive found the most common reason for noisy spinning is either build up or a loose fan belt which needs replacing. That shouldn't cost more than $150. Also have a real good look in the barrel that a hairclip or some other object isn't stuck in one of the drainage holes, that will affect the spin. If new flooring or sub floor unevenness has changed the area it sits on you might have to adjust the level.

Supposedly ( in the old language ) means wrinkle free when finished, but usually means the garment is wetter than normal when finished. I never bother with it.
