Can anyone tell me a great phone for a teenager that works great but isn't too dear? I want to buy it out right.

The Desire 510 is a good option, however it does not have a flash and that may limit the picture quality in low light ($150 outright at OfficeWorks). My Son has one and I had one until I got a new work phone (HTC One M8s). The Desire 520 looks good if you can get one.
