Does the tan develop more after rinsing it off for it to develop?

Yes the tan does exactly that. Spray tan and every type of fake tan develops either way in a few hours of having the tan on. What most people low-key do is leave the tan on overnight (put towels on the bed and try to wear silk easy-to-wash clothing or black clothes) and wash it off in the morning. When you wash it off you'll obviously look lighter but the tan will develop throughout the day.
