You pull the lever on the side and it should just fold down.... If you have the insert foward facing you have to unlock and take off as it won't fold but facing away it will fold with the insert. Hope that makes sense.

No it's not. My first pram however did, and I rarely had my baby facing me. Mostly due to the fact that it was awkward to push that way, and my baby didn't mind not facing me.
